जनपद मिर्जापुर के समस्त बीट कांस्टेबल/SI/चौकी प्रभारी/थाना प्रभारी/ क्षेत्राधिकारी/एडिशनल गण नोट कर लें,

(*) 1. ड्यूटी पॉइंट चेकिंग संबंधित बुकलेट सभी थानों को भेजा जा रहा है आप लोग इसको अपने पास रखें इसके फायदे यह है कि जब आप चेकिंग करने निकलेंगे तो आपको मालूम है कि किस समय पर, किस पॉइंट पर, कौन से कर्मचारी होगे, आप इससे अच्छा चेकिंग कर सकते हैं

सभी अधिकारीगण इसका अधिक से अधिक उपयोग करें, उपयोग करने से आपका अच्छा कंट्रोल होगा।

2. स्वयं कमांडर महोदय द्वारा भी चेक किया जाएगा ,यदि कोई भी कर्मचारीगण ड्यूटी पॉइंट पर नहीं मिलेगा तो इसके जिम्मेदार थाना प्रभारी/ क्षेत्राधिकारी/एडिशनल होंगे कि उस टाइम वहां पर क्यों नहीं है इसका मतलब आप चेकिंग नहीं कर रहे हैं।

3. रात्रि जोनल चेकिंग के संबंध में कमांडर महोदय द्वारा नाराजगी प्रकट की गई हैं रात्रि चेकिंग में बहुत सी कमियां हैं सभी लोग संतोषजनक लिख रहे हैं, लोग उल्लेखनीय नही लिख रहे हैं जो कि गलत बात है।

4. बरसात का मौसम है अतः आप ALERT रहे, आपके क्षेत्र में कहीं भी बाढ़ व चोरी, नकबजनी संबंधित समस्याएं हो सकती हैं अतः भ्रमण करते वक्त शायरन,सिटी, टॉर्च इत्यादि का प्रयोग अवश्य करें।

5. रात्रि गश्त के दौरान अपने थाना क्षेत्र में सभी गस्त पिकेट, चौकी निगरानी, पेट्रोल पंप, ढाबा, रेलवे स्टेशन ,बस स्टैंड, बैंक ATM और पीआरबी गाड़ियों के ड्यूटी को चेक अवश्य करेंगे व संदिग्ध व्यक्तियों की टोकाटाकी भी करेंगे। जिसका फोटो अपने थाने के ग्रुप पर अवश्य डालेंगे । (*) 1. ट्रैफिक पुलिस ड्यूटी क्षेत्राधिकारी/एडिशनल गण निकलते हैं तो उनको मालूम होना चाहिए कि किस ट्रैफिक पॉइंट पर कितने लोग होने चाहिए।

2. अधिकारीगण अपने हमराह को बता दे ड्यूटी पॉइंट चेक कर ट्रिक लगा लेंगे व रोक-टोक करते रहें।

3. ड्यूटी पॉइंट पर सभी कर्मचारी/अधिकारी गण तैनात रहेंगे ,कोई भी कर्मचारी गण कमरे में नहीं बैठेगा, ऐसा करने पर दंडित होंगे।

(*) 1. IGRS शासन की सर्वोच्च प्राथमिकता है मा० CM महोदय द्वारा स्वयं मीटिंग की गई है प्रमुख सचिव द्वारा भी मीटिंग निर्धारित की गई है IGRS मेँ अभी भी अधिकांश थाना प्रभारियों ने आईजीआरएस का फॉर्मेट देखा नहीं है आईजीआरएस के अंदर में जो डेस्क बोर्ड है उसमें किस तरीके से काम होता है आप लोग समझ लें।

2. IGRS में आपको 15 दिन की समयावधि होती है 15 दिन का इंतजार करेंगे तो डिफाल्ट हो जाएगा, डिफाल्ट होने पर CM लेवल पर रिपोर्ट चली जाती है कि 15 दिन ऊपर हो गया है अभी तक इन्होंने कार्रवाई नहीं की।

3. कमांडर महोदय द्वारा per day डिफाल्टर थानों द्वारा कितने हो रहे है स्वयं देखा जा रहा हैैं इसके जिम्मेदार थाना प्रभारी/चौकी प्रभारी/क्षेत्राधिकारी/एडिशनल होंगे,उनको सीधा personal file warning मिलेगा, इसमें कोई सवाल जवाब तलब नहीं किया जाएगा।

4. IGRS को स्वयं एसपी महोदय द्वारा मानिटर किया जा रहा है CM LOG ऑफिस द्वारा सीधे-सीधे मानीटर किया जा रहा है SP महोदय से सवाल-जवाब पूछा जा रहा है।

5. IGRS ऑफिस से 7 दिन का समय दिया जाएगा, 7 दिन के बाद आपको IGRS से कॉल आ जाएगा और उसमें आपने यदि कार्रवाई नहीं की होगी तो आप तलब हो जाएंगे ,साथ ही साथ जांच भी खुल जाएगी, जिन थानों के आईजीआरएस का फीडबैक अच्छा नहीं होता है उनको माननीय मुख्यमंत्री जी द्वारा तलब किया जाता है।

6. IGRS में डिफाल्टर नहीं होना चाहिये, थाना प्रभारी अपने पोर्टल रोज खुलवा कर देख लिया करें कि कोई डिफाल्ट तो नहीं पूछा है डिफॉल्ट होने पर इसके लिए सभी लोग प्रॉपर चैनल में जिम्मेदार होंगे।

7.IGRS से संबंधित निर्देशों में जो भी समस्याएं हो रही हैं आईजीआरएस प्रभारी मो०नं०- 7839858801 व 9415357301 से संपर्क स्थापित कर लें।

(*) 1. जन शिकायत अधिकारी यह स्कीम इसलिए चालू की गई कि SP ऑफिस में कम से कम लोग आएं, थाना स्तर पर ही उनको न्याय मिल जाए, इसमें शिकायत यह आ रही है कि संबंधित थानों के थाना प्रभारी अपने जन शिकायत अधिकारी के रजिस्टर चेक नहीं कर रहे हैं यह महत्वपूर्ण स्कीम है सफल होने पर यह आपके ऊपर के दबाव को कम करेगा।

2. सभी थाना प्रभारी अपने जन शिकायत अधिकारी को per day चेक करेंगे ,साइन भी करेंगे, सीमित समय अवधि में बीट कांस्टेबल/SI गण प्रार्थना पत्र का निस्तारण करेंगे ,जिससे कि पेंडेंसी शून्य हो जाए।

(*) अवैध शराब - अवैध शराब डीजीपी महोदय द्वारा अभियान चलाया जा रहा है अभियान के तहत FIR की संख्या, बरामदगी,गिरफ्तारी, कितने स्थानों पर दबिश दी गई का विवरण पूछा जा रहा है।

इस अभियान में रेगुलरली अच्छा काम करना है हर दिन अभियान चलेगा और चेकिंग भी चेंज करके करें ,जिससे जनपद में पुलिस की उपस्थिति दर्ज हो।

(*) 1. विवेचना के संबंध में यह नोट करले की जिन अधिकारीगणो को जिस दिन विवेचना मिलती है उसमें आप  लग जाएं और कम से कम समय में खत्म करें।

2. यदि विवेचना में माल परीक्षण हेतु संबंधित जनपद को जा रहा है तो आप उनसे बात करें कि हमें परीक्षण रिपोर्ट जल्द से जल्द दे दें रिपोर्ट आने में समय ज्यादा लग रहा है और आपके द्वारा उसकी खोज खबर तक नहीं ली जा रही है इस प्रकार का एटीट्यूड विवेचक के लिए सही नहीं है।

सीमित समयावधि में विवेचना का निस्तारण नहीं होने पर विवेचक को personal file warning दी जाएगी।

(*) 1. वांछित अपराधी/पुरस्कार घोषित अपराधी- जिन थानों द्वारा नए पुरस्कार घोषित अपराधी होने हैं उन्हें पुरस्कार घोषित करें और पकड़ ले, पुराने जो भी पुरस्कार घोषित अपराधी के बारे में स्वयं कमांडर महोदय द्वारा थाना प्रभारीयो से पूछा जाएगा।

2. वांछित अपराधी प्रत्येक थाने में हैं थाने द्वारा वांछित अपराधी पकड़े नहीं गए हैं अतः वांछित अपराधी पकड़ना शुरू करें ,स्वयं कमांडर महोदय द्वारा पूछा जाएगा कि co's/addl's  वांछित न पकड़े जाने का कारण क्या है।

उपरोक्त बिंदुवार निर्देशों का भली-भांति पालन करें, सभी लोगों को ईमानदारी से काम करना है, जिससे कि जनपद को अपराध मुक्त बनाया जा सके।

साहब रिटायर होता है ! सरकारी बँगला ,उसका हरा भरा लॉन ,ड्राईवरों ,चपरासियो के साथ बिना नागा नमस्ते करने वालो की भीड एकाएक साथ छोड जाती है ! हाँलाकि उनके जाने का दिन तो हमेशा से तय था पर साहब को ये एकाएक सा ही लगता है ! 

साहब हतप्रभ होता है ,पर टिमटिमाता है उम्मीद का दिया ! चूँकि वो हमेशा से यह माने बैठा था कि वह बेहद ज्ञानी है ! दफ़्तर चलना मुश्किल होगा उसके बिना ! लोग आयेंगे सलाह मशविरे के लिये ! मार्गदर्शन देने लिये बैचैन साहब उम्मीद भरी आँखों से तकता है मार्ग !  पर अफ़सोस ! कोई नही फटकता ! दुखियारी शाम के बाद फिर से उदास सुबह चली आती है !  दिन बीतते है ! हफ़्ते बीतते है ! और फिर बीतते महिनो के साथ आस बीतने लगती है ! 

निराशा के भँवर मे गोते खाता साहब किंकर्तव्यविमूढ हो जाता है ! बेचैन होता है ! सुबह पढ़ चुके अख़बार को दुबारा तिबारा पढ़ता है ! आस्था और संस्कार के साथ डीडी चैनल भी देखता है ! चुप्पी साधे पडे मोबाईल फ़ोन को निहारता साहब बीबी से फ़ोन ख़राब होने की शंका जाहिर करता है ! मन पक्का करके पुराने साथियों को अपनी तरफ से फ़ोन लगाता है ! और लगातार बजती घंटी को सुनकर दुखी होता है ! कॉलोनी मे ,बाज़ार मे ,पार्क मे ,हर सन्नाटे और आबादी में किसी पहचाने चेहरे को तलाशने की बेकार कोशिश करता है ! पार्क मे टहलते वक्त किसी पुराने मातहत को कन्नी काटकर किसी दूसरी पगडंडी पर मुड़ते देखता है और भारी मन और भारी क़दमों से घर लौट आता है ! 

वह पाता है दुनिया उसकी उम्मीद से कहीं पहले बदल गयी है ! अब कार का दरवाज़ा ख़ुद खोलना पड़ता है उसे और शॉपिंग के वक्त बिल भी ख़ुद ही चुकाना होता है ! थियेटर के लिये लगी लम्बी लाईन उसे हैरान करती है और ट्रैन मे सफ़र करते वक्त अपना बैग ख़ुद घसीटना उसे परेशान कर जाता है ! 

बैचैन साहब अब मिलनसार होने की कोशिश करता है ! शादी ,मुंडन से लेकर तेरहवीं तक के हर न्योते की इज़्ज़त करने लगता है ! मैयतो मे पाये जाने लगता है साहब ! हर जानपहचान वाले को जन्मदिन की बधाई देने लगता है ! आदत होती नही !  इसलिये ऐसा करना अजीब लगता है साहब को ! जाहिर है साहब की बेचैनी और ज़्यादा बढ़ती ही है ! 

दुनिया को बदलते देख मन ख़राब होता है साहब का ! वो पाता है उसके सामने याचक बने रहने वाले रिश्तेदार अचानक निष्ठुर हो उठे हैं  ,उसका दिया सारा उधार डूब गया है और अब किराने वाला भी चाहता है कि वो अपना पूरा बिल नगद चुकाये ! 

कुछेक साहब ऐसे मे अध्यात्म की दुनिया मे घुसने की कोशिश करते है ! पर ध्यान मे अचानक पुराना ऑफिस मय चपरासियो के घुस आता है ! विनम्रता से दोहरे होते ठेकेदार चले आते है मन मे ! धार्मिक होने की नाकाम कोशिश करता साहब जल्दी ही इस निष्कर्ष पर जा पहुँचता है कि वह ग़लत जगह चला आया है ! 

हैरान परेशान रिटायर साहब बाल डाई करना भूलने लगता है ! तेज़ी से बूढ़ा होता है ! चिड़चिड़ाहट लौट आती है उसकी ! हताश साहब घर मे साहबी करने की कोशिश करता है और मुँह की खाता है ! अनमना बेटा कन्नी काटता है ! नाती पोते दूर भागते है ,बीबी उसे नाक़ाबिले बर्दाश्त घोषित कर देती है और बडे जतन से पाला पोसा गया कुत्ता तक उसे देख पँलग के नीचे घुस जाता है ! ऐसे वो कुढ़ता है वो ! नाशुक्री दुनिया को गरियाता है ! दुखी बना रहता है और आस पास वालो को दुखी करता है ! 

रिटायर साहब और कर भी क्या सकता है ? जब तक जीता है साहब ! यही करता है !

*अतः समय रहते सुधार आवश्यक है साहबी छोड़ मानवीयता अपनाओ।*

*दोस्त बनाओ, अपनों को समय दो और दूसरों के काम आओ।*

*साहबी पकड़े रहे तो जिंदगी छूट जाएगी*

(*) सावन माह प्रारंभ हो चुका है डायल 100 की सभी गाड़ियां हमेशा अलर्ट पर रहेंगी यदि कोई घटना होती है तो सभी लोगों को रिस्पॉन्स करना है इस रिस्पांस में कोई कोताही नहीं होना चाहिए किसी भी अधिकारी कर्मचारी गणों का CUG/MO. फोन बंद नहीं होना चाहिए, व बराबर WhatsApp  चेक करते रहेंगे।

(*) सावन माह के मद्देनजर जनपद कंट्रोल को भी ALERT कर दिया गया है किसी भी घटना पर अधि०/कर्म०गण स्टार को तत्काल सूचित करेंगे, Star तुरंत संबंधित अधि०/कर्म०गणों को सूचित करेगा।

(*) सभी SO/NO भ्रमणशील रहेंगे, कमांड की टीम द्वारा चेक किया जाएगा जो भी कर्मचारीगण अपने ड्यूटी पॉइंट पर नहीं मिलेंगे वो दण्डित होंगे,

(*) सभी ड्यूटीया ब्रीफ कर दी गयी हैं कौन से कर्मचारी गणों को कहां खड़ा होना है ड्यूटी कैसी करनी है सभी SI/SO/CO's/addl's गण भी बीच-बीच में चेक करते रहे।

(*) जो कावरियों के रास्ते है जो भी दिक्कत हो जैसे फ्लेक्स हो, रेट लिस्ट हो, जाली, बैरियर ये सभी इंफ्रास्ट्रक्चर खड़ा हो जाए वह साथ ही साथ ड्यूटी भी खड़ी हो जानी चाहिए।

(*)  कावड़िया रूट खासतौर से को०शहर, को०कटरा, को०विंध्याचल, को०देहात और मड़िहान सभी थाना प्रभारी अपने क्षेत्र के अस्पतालो को दिमाग में रखें कि यदि कावड़ियों का दुर्घटना होती है उसको कैसे उठाएंगे किस हॉस्पिटल में लेकर जाएंगे इसको दिमाग में क्लियर रखें व साथ-ही-साथ थाना क्षेत्र में लगे सभी बल को भी ब्रीफ कर दें।

(*) 1. IGRS में जो भी थाने लेवल पर फीडिंग हो रही थी अब थाने लेवल पर फीडिंग नहीं होगी, नई व्यवस्था चालू हुई है जिसके तहत जो भी प्रार्थना पत्र पुलिस कार्यालय आएंगे उनको ही आईजीआरएस में चढ़ाएंगे और लोगों को उसमें रसीद लगकर आएगी सभी लोगों को अलग से मालूम रहेगा कि यह आईजीआरएस का प्रार्थना पत्र है जिसका समयबद्ध निस्तारण होना है इसके अंदर में आपके जो भी प्रार्थना पत्र मिलते हैं उसका समयबद्ध निस्तारण इस प्रकार से होगा कि आपको 7 दिन का समय दिया जाएगा, 7 दिन के बाद आपको IGRS से कॉल आ जाएगा और उसमें आपने यदि कार्रवाई नहीं की होगी तो आप तलब हो जाएंगे साथ ही साथ जांच भी खुल जाएगी, 9वे दिन कॉलर से भी बात कर ली जाएगी उसकी संतुष्टि के बारे में पूछ लिया जाएगा।

2. आपकी आख्या सातवें दिन IGRS के पास में आ जानी चाहिए, थानों को आईजीआरएस को फिड करने की जरूरत नहीं है उसको आईजीआरएस सेल भिजवा देंगे ।

3. IGRS सेल मेँ विवेचना के गुणवत्ता को चेक किया जाएगा कि जांच की गुणवत्ता किस तरीके की है तब उसको फिड किया जाएगा, आईजीआरएस आख्या लेट नहीं होनी चाहिए, किसी भी बीट कांस्टेबल/SI/चौकी प्रभारी/थाना प्रभारी द्वारा इसमें लापरवाही नहीं होनी चाहिए शासन द्वारा IGRS को उच्च प्राथमिकता दी जा रही है।

4. आईजीआरएस से संबंधित निर्देशों में जो भी समस्याएं हो रही हैं आईजीआरएस प्रभारी मो०नं०- 7839858801 से संपर्क स्थापित कर लें।

(*) सभी थाना प्रभारी अपराध/अपराधियों से संबंधित मामले जैसे- माफिया, तस्कर, हिनीअस क्राइम पर एक्शन लें ,सभी co's/addl's भी अपने-अपने सर्किल को निर्देशित करें। यदि आपने इस पर काम नहीं किया तो आपका परफॉर्मेंस नोट हो जाएगा, बाद समाप्त सावन माह कमांडर महोदय द्वारा स्वयं एक्शन लिया जाएगा, जिसकी रिपोर्ट शासन स्तर पर भेज दी जाएगी।

At 6 PM I have meeting of seven Mela. After that meeting I will be at home and I will try to learn the Jyotish with Exen after the meeting. When I intend to incorporates yoga and cardio in my daily routine also so I will try to do that. are you trying to build the checklist have it again from today itself I will do that and I will make my life more disciplined
